polar means charge. hence, polar covalent compound means the compound formed by two or more atoms of different electronegative.
for example, HF ( it is heteronuclear molecule ). the shared pair of electrons between the two atoms gets displaced more towards the high electronegative atom, fluorine.

As a result of that , hydrogen atoms becomes slightly positively charged and fluorine becomes slightly negatively charged like above shown .
this type of bond is called polar covalent bond.
